Database error

For the last few months I keep getting the following error intermittently when I try to access the site.

“Database Error: Unable to connect to your database. Your database appears to be turned off or the database connection settings in your config file are not correct. Please contact your hosting provider if the problem persists.”

Both me and the provider have looked into it and we can isolate the problem. There is no pattern to it and it’s always fixed within a few seconds. HMF!
